Ukraine’s SBI to investigate allegations of Pyshnyi illegally obtaining a diploma – Kushniruk

The State Bureau of Investigation (SBI) is obliged to conduct criminal proceedings regarding the alleged forgery of documents on the specialized education of the Governor of the National Bank of Ukraine Andriy Pyshnyi. On August 5 the Shevchenkivskyi District Court of Kyiv ruled so, stated economist Borys Kushniruk in a column for UNIAN.

According to Kushniruk's information, on August 5 the court granted the complaint about the SBI's inaction and obliged the bureau to enter the information into the Unified Register of Pre-Trial Investigations and begin an investigation.

"I would especially emphasize the important wording of the ruling: my statement contains 'sufficient information that may indicate the commission of a criminal offense", – the economist stated.

According to him, the grounds are the materials of criminal case No.1-П-7/07 from the paper archive of the Zarichnyi District Court of Sumy. It concerned the official forgery of documents related to university studies.

As Kushniruk claims, the Sumy branch of the "University of Modern Knowledge" forged documents on obtaining higher education for people who did not actually study there. Among those persons was the current Governor of the NBU, Andriy Pyshnyi, the economist claims.

"Officials of the educational institution drew up documents for three persons who had never actually studied there. Among them, the name of Pyshnyi Andriy Hryhorovych was clearly indicated. Later, this information received not just insider confirmation but also official one. In the Unified State Register of Court Decisions, two rulings of the Zarichnyi District Court of the city of Sumy dated May 21, 2007 appeared – No. 137921791 and No. 137921807. They were officially published on July 6, 2026. The surnames in them are anonymized, but the head of the NBU is identified by a unique combination of documents and mentioned dates", – the expert's column states.

According to his version, an interview protocol, a study card, and an academic transcript containing false information were prepared in Pyshnyi's name. Using these documents, he was enrolled directly in the fourth year at the Ukrainian Academy of Banking of the NBU, from which he graduated in 2005 with a degree in "Banking."

"Moreover, the materials state that Pyshnyi personally applied to the university with a request to issue his diploma within a shortened timeframe. That is why the potential explanation 'I knew nothing, they just issued me the document' sounds increasingly satirical", – Kushniruk emphasized.

He appealed to the people's deputies of Ukraine to create a temporary investigative commission, summon Pyshnyi to parliament, request the documents submitted during his appointment, and consider a no-confidence motion against the head of the National Bank.

"The court has done its job. Now it is the turn of the SBI, parliament, and the president", – Kushniruk stated.

Context

  • Article 18 of the Law of Ukraine "On the National Bank of Ukraine" requires the NBU Governor to have a full higher education degree or an academic degree in economics or finance.
  • On October 7, 2022, the Verkhovna Rada appointed Andriy Pyshnyi as Governor of the National Bank of Ukraine, with 290 MPs voting in favor, well above the required 226 votes.
